  5月24日,中集安瑞科控股有限公司旗下境外企业TGE气体工程有限公司主办的行业峰会“LNG黄金时期-液化气体物流的趋势与发展”在上海新天哈瓦那酒店举行,来自中国能源局、上海交通大学液化天然气及清洁能源技术发展中心的专家,以及中集集团、中石油、中石化、中海油和中燃集团等行业代表共150人参加了本次主题研讨会。会上TGE气体工程有限公司执行总裁Michael Haid 博士接受了访问,以下是采访实录:

  编辑:您认为目前实现清洁能源天然气的关键是什么?

  Michael Haid 博士(TGE气体工程有限公司执行总裁):天然气毫无疑问是一种负担得起的清洁能源需求的来源。它将在管道天然气和液化天然气的方式中扮演越来越重要的角色,特别是在能源需求不断上升的国家和地区。天然气的本质是最清洁的化石燃料,相比重燃料油(重油)可减排二氧化碳25%、氮90%、袜100%,微粒100%。天然气特别是液化天然气是一种非常灵活的清洁能源,可广泛应用于发电、工业消费和运输燃料。现代燃气电厂每兆瓦发电排放的二氧化碳比燃煤发电厂少50%到70%。更严格的环境立法给了它进一步发展的动力,就如《国际海事组织公约附件六》中硫氧化物、氮氧化物和微粒在发射控制的地区(非洲经委会)的海上发射限值。

  在过去的50年间,LNG打开了那些没有连接天然气管道网络地区的天然气市场。这一新的灵活性加上经济的、非常具有吸引力的价格水平成就了天然气的成功故事。由于在自然条件下液化天然气所占体积比天然气小600倍,液化天然气可以像其它液态燃料一样方便、经济地运输。现在,范围广泛的运输解决方案开始出现了从20立方米至266000立方米的卡车运营商,以适应世界清洁能源未来实施灵活、易于扩展的液化天然气供应和分销基础设施服务需求。最近人们为液化气配送基础设施开发短缺的条例做了大量工作。为加快许可程序,一个统一的许可程序是必需的,这种情况在许多国家还没有。天然气为我们提供了很好地实现清洁能源到未来的独特机会。

  编辑:TGE目前在清洁能源天然气方面有怎样的技术或实力优势?以及今后的发展规划是什么样的?

  Michael Haid 博士(TGE气体工程有限公司执行总裁):TGE是世界领先的液化天然气储存与终端设备承包商之一。对许多国家来说,覆盖其能源需求和为其全国管道网供应天然气,液化天然气进口码头是唯一且经济的解决方案。TGE一直以来在气化、沸气处理和储存领域的发展除了降低投资成本,还缩短了项目执行时间和降低运营成本。依靠收购Technodyne International ,TGE加强了它的罐箱的设计能力,并联合开发了世界上第一个大型储罐,其容量超过当代建造的储罐容量的两倍。

  除了大规模发展的趋势,另一个趋势是向中小规模发展。而中小型天然气液化利用滞留和非常规天然气,中小型液化气配送为滞留气的消费者供应天然气,并将液化天然气作为运输燃料。因为TGE不一定是任何液化工艺和设备供应商,TGE可以选择最合适的技术向客户肯定他获得了最佳液化厂解决方案。在不断增长的中小型液化天然气终端领域,TGE正在开发标准化和模块化相结合的下一代终端,方法是借助TGE 大型终端方面有着广泛经验发展的天然气加工业务。中小型终端将在未来的液化天然气供应链发挥核心作用,作为服务中心为发电厂、工业用户和住宅区提供天然气,作为液化天然气加油站和进一步分配点。作为中集集团的一份子TGE能够充分整合中集集团全面的液化天然气产品线。TGE具有世界性的独特定位,就是向客户提供综合陆基和浮式液化天然气供应和分配方案的单点责任。

  Editor:What's the key to realize the clean energy natural gas at present?

  Dr. Michael Haid (Managing Director /TGE Gas Engineering):Natural gas is unquestionable an affordable source for clean energy demand. It will play in form of pipeline gas and liquefied natural gas (LNG) an increasingly important role especially in countries with rising energy demand. Natural gas is by its nature the cleanest fossil fuel and allows emission reduction for CO2 by 25%, NOX by 90%, SOX by 100% and particulate matter (PM) by 100% comparing LNG with heavy fuel oil (HFO).

  Natural gas and especially LNG is a very flexible clean energy source for electric power generation, industrial consumers and transportation fuel. Modern gas fired power plants emit between 50% and 70% less CO2 than coal fired power plants per megawatt of electricity generated. More stringent environmental legislations such as IMO MARPOL Annex VI on SOX, NOX, and PM maritime emission limits for emission controlled areas (ECA) gave a further momentum to it.

  During the past five decades LNG opened the market for natural gas in regions not connected to the gas pipeline grid. This new flexibility in combination with an economical attractive price level contributed very much to the success story of natural gas. Since LNG occupies 600 times less volume than natural gas under ambient conditions LNG can be easily and economically transported like any other liquid fuel.

  Nowadays, a broad range of transportation solutions exist starting with 20 m³ trucks up to 266,000 m³ carriers allowing the implementation of flexible and easily expandable LNG supply and distribution infrastructures to serve the needs for world’s clean energy future. Much work has been done lately to develop missing regulations for the LNG distribution infrastructure. To accelerate permit procedures a harmonized permitting process is required which is still not the case in many countries. Natural gas offers us the unique opportunity to secure clean energy well into the future.

  Editor:Which strength or technical advantages does TGE have in the clean energy natural gas industry? And what's the TGE business development planning about that in the future?

  Dr. Michael Haid (Managing Director /TGE Gas Engineering):TGE is one of world’s leading contractors for LNG storages and terminals. LNG import terminals are for many countries the only economical solution to cover their energy demand and to supply natural gas to their national pipeline grid. TGE’s past and present developments in the area of re-gasification, boil of gas handling and storage lower investment cost, shorten project execution time and reduce operations cost. With the recent acquisition of Technodyne International TGE strengthened its tank design competence and jointly developed world’s first mega storage tank with a capacity of more than twice the storage tank capacity as built today.

  Besides the trend to go bigger a second trend goes towards small and mid scale. While small and mid scale natural gas liquefaction utilizes stranded and unconventional gas, small and mid scale LNG distribution supplies natural gas to stranded consumers and LNG as transportation fuel. Since TGE is not bound to any liquefaction process and equipment supplier, TGE is able to select the most suitable technology giving the certainty to the client that he obtains the best liquefaction plant solution. In the growing field of small and mid scale LNG terminals, TGE is developing the next generation of terminals combining the standardization and modularization approach of TGE’s gas processing business with TGE’s comprehensive experience in big terminals. Small and mid scale terminals will play in future a central role in the LNG supply chain serving as hubs to supply natural gas to power plants, to industrial consumers and to residential areas, as LNG bunkering terminals and for further LNG distribution. As part of the CIMC group TGE is able to fully integrate CIMC’s comprehensive LNG product portfolio.
